Hi. This is impossible. And you should not try to do it. A similar URL exist only in the admin panel. In the output html you will see a simple relative link like /images/icon/icon-veg.png. Check via Dev Tools to be sure.
Note: This URL adds Width and Height attributes to the img tag. And they are not for Lazy Load but to prevent content jumping when loading the page. This is one of the factors that PageSpeed Insights will offer you to do in the first place.
