Unfortunately some language packs are not complete, and therefore missing from the downloads.I had also found that page a couple of days ago. Did you click on the link to try to download the Language Pack? I was not able to get it to download.

Hebrew (he-IL) is listed as 93% translated / 83% tested.
Please help with translating and/or testing the missing language strings, and getting it to 100/100.
When it's ready it can be added to the download page (and to Joomla's back-end "download language" option).
